San Diego Pipeline No. 6: 7-Mile Addition

Project overview

Providing project management and controls support, Vanir helped deliver the design and construction of a 7-mile addition to San Diego Pipeline No. 6 on time and within budget. The Pipeline consists of a 30-mile conduit of pipelines and a tunnel that delivers water from the Colorado River and California State Water Project to Riverside and San Diego counties. This project included the 7-mile North Reach Pipeline, which extends from Lake Skinner south to a service connection for the Rancho California Water District. This segment was constructed with 10-foot diameter pipeline.

Adding value during all stages of the project

  • Vanir prepared and implemented key operating procedures and data formats for this project. We set up and staffed a practical program document control system.
  • During the design phase, we provided successful planning elements (cost estimates and preconstruction schedules), developed the management baselines and produced periodic performance analyses and control reports.
  • During the preconstruction phase, Vanir developed the construction management plan and the resident engineer operating manual. We prepared the engineer’s estimate prior to bid opening — almost exactly the amount of the low contractor bid.
  • Vanir assisted during the construction phase by preparing public outreach materials and providing key status graphics and reports that were particularly effective for field coordination and board summaries.
