James A. Musick Facility Jail Expansion – Phase I and II

Project overview

Vanir is providing preconstruction, construction management and commissioning services for a new jail on the existing James A. Musick Facility jail site.

The 896-bed county jail facility, including two housing units and an administration program building, offers critical amenities to serve the needs of the inmates, such as kitchen, housing, programming, administrative, reception and medical spaces. Additionally, the project includes a standalone warehouse and central plant buildings. Construction took place on the operational and medium-security jail campus.

This project was funded through AB900, SB1022 and the County of Orange. Vanir was contracted by the Orange County Sheriff’s Department to provide a comprehensive range of services. We assisted with the design delivery process, which included design administration, quality and document control, estimating, schedule development, value engineering and procurement support. Additionally, Vanir was responsible for construction management from notice to proceed through project completion, including overseeing schedule reviews, cost control and management, commissioning, special inspections, safety and risk analysis, as-built and BIM coordination, cost estimating, earned value analysis, partnering, change management and communication process control.
