Hayward Unified School District Measure I Bond Program

Program overview

Vanir was brought on board as the program, project and construction manager for the Hayward Unified School District (HUSD) Measure I Bond Program, a highly successful initiative involving the rebuild and renovation of five schools—two of which were complete rebuilds—along with district-wide safety improvements at 37 sites.

In 2005, prior to Measure I, Vanir developed a comprehensive facilities master plan for the District. After more than a year of collaboration with HUSD to conduct community outreach, our team recommended placing the general obligation bond on the June 2008 ballot, which passed with a 72% majority. Vanir’s work helped pave the way for this victory.

To achieve an accelerated schedule goal, we worked with the architects to fix the construction budget from the Division of the State Architect’s submittal documents. Subsequently, we saved the District $14 million on the budget by collaborating with its stakeholders as well as the architects and contractors to review product alternatives, value engineering and product consistencies. Construction commenced one year earlier than originally planned.
