Tim Hancock

Senior Executive Director and National Justice Lead

Tim Hancock is Vanir’s Senior Executive Director and National Justice Lead, responsible for driving strategy, growth and client engagement across the company’s justice and essential services portfolio. In this executive leadership role, Tim oversees and supports Vanir’s team of executive directors, aligning business development initiatives, strategic planning efforts and pursuit execution with the firm’s long-term vision. He works across all regions to strengthen partnerships, position Vanir in key markets and secure major program and construction management roles nationwide.

Since joining Vanir in 2022, Tim has led some of the firm’s most high-profile pursuits and has been instrumental in expanding Vanir’s footprint in the justice sector. His efforts have resulted in major federal, state and county wins, including complex jail, prison and behavioral health projects. A trusted advisor to government agencies, architects and industry partners, Tim is widely recognized for his deep subject matter expertise in justice facility development and his ability to navigate sensitive political, operational and community dynamics.

Tim brings nearly three decades of public-sector leadership to his role. He spent 26 years with the San Diego County Probation Department, retiring as Division Chief. Throughout his career, he led cross-agency initiatives focused on justice reform, facility modernization and community reintegration. His experience spans policy, operations, planning and capital project delivery, giving him a unique perspective on justice systems’ challenges and opportunities today.

Tim holds a bachelor’s degree in sociology with an emphasis in criminal justice from Point Loma Nazarene University. He is a frequent speaker at national justice and infrastructure conferences and continues to serve as a thought leader on issues related to correctional reform, therapeutic design and the evolving role of public infrastructure in community well-being.
