Program overview

Vanir, as a consultant to Rice & Gardner Consultants, Inc., provided program management services for Houston Independent School District’s 2012 bond, the largest school bond proposition in Texas at that time, to repair or replace 40 schools. In addition, our team served as the construction manager for four of the schools. Achieving LEED Silver certification was a minimum goal for each new facility in this program.

A portion of the bond funding provided technology upgrades, safety and security improvements, replacements of regional field houses, renovations of athletic facilities, construction of new early college high schools, conversions of elementary schools into K-8 campuses, significant middle school restroom renovations and land acquisition.

Vanir’s program management services included staff augmentation, planning, design, estimating, bidding, construction management and closeout. Notably, we supervised the design consultants and confirmed that projects complied with the District’s design guidelines, program requirements, project budget and schedule requirements.

Safety and security assessment

Under a separate contract, Vanir and Rice & Gardner completed a safety and security survey of 286 schools for the District, focusing on the building security and safety of staff and students. We also conducted a comprehensive facility assessment for the District to assist them with planning for long range facility needs.
