Chambers County Needs Assessment and Long Range Plan

Project overview

Chambers County asked Vanir to perform a needs assessment and develop a long range plan for judicial, detention, law enforcement, and other government functions and facilities.

  • Functional Needs Assessment: Used data, statistics, and trends to forecast future needs for County government functions for the next 20 years.
  • Facility Conditions Assessment: Evaluated existing County facilities to develop an understanding of physical and operational deficiencies.
  • Long Range Plan: Overlaid long-term functional needs with the opportunities and limitations of existing County buildings. Identified new facilities to bridge gaps between existing facilities and long-term needs.

A plan for the next 20 years

A new justice center will house the county-wide judicial and detention facilities, allowing the County to take advantage of safety improvements and operational efficiencies while also accommodating projected future growth. It will include County and District Courts and related functions, the Sheriff’s Office, and the County Jail.

The long range plan includes the historic renovation of the courthouse, an important community symbol of Chambers County, to support non-secure County government functions. Eleven other existing facilities will be upgraded.
