Pre-Bond Services
Convincing the public to vote for a tax increase is not an easy task, and many public
entities have found that the more detailed information they are able to provide the
voters, the higher the bond's chances for success. Vanir is able to assist in compiling
the necessary information through its pre-bond services.
Pre-bond election services are those necessary to prepare for, justify the need for and
document the scope and cost of the proposed work. Ultimately, the client will wish to
convey to the public that it can complete the proposed work with the amount solicited in
the bond issue.
There are four major objectives and tasks associated with pre-bond election services.
These services may be performed in conjunction with the client's and architect's staff
and should be coordinated with the bond election campaign team.
Four Major Objectives and Tasks:
- Conduct a condition assessment of all existing buildings, including
roofs, finishes, mechanical, electrical and plumbing systems. Once
the necessary scope of work has been identified, Vanir will input
the data into a database including cost information and a narrative
description of the scope of improvements. An improvement summary and
schedule of completion will be developed for each of the projects
for use in explaining the proposed benefit to the public in support
of the bond election campaign.
- Verify that the total amount of bonds
to be issued is correct for the verified scope of work identified
and the cost associated with the completion of the work.
- Develop an implementation/management plan for the program. This plan will
demonstrate how the client will accomplish the successful design and construction
of all the projects proposed in the program.
- Provide back-up information including schedules, documentation and to be
used during the bond campaign. All materials will be designed to be used by the client,
their bond campaign consultants and community volunteers, if appropriate,
in order to communicate effectively the intent and accuracy of the
program.
