New Dock Street/Henry Ford Grade Separation

Vanir was selected to provide construction management and inspection services for the New Dock Street/Henry Ford Grade Separation project, which provided a grade-separated rail access to the port facilities on Terminal Island and the APL and LAXT freight terminals. The project consisted of constructing two new grade separation bridge structures, depressed roadways, approach ramps, street realignment and paving, temporary and permanent railways, lighting, signage and striping, grading and fill, stone columns, retaining walls and utility relocation during construction.

The Partnering agreement employed by the Port of Los Angeles on this contract provided a valuable resource for dealing with significant unforeseen conditions that arose during the course of construction. Change orders were issued for providing the excavation and removal of unsuitable soils replaced by rock; the removal and disposal of hydrocarbon contaminated soils and the construction of a $2.5 million dollar pump station to accommodate storm water runoff. The additional work added 169 days to the construction schedule, which the Port of Los Angeles elected to offset by accelerating the contractors schedule by 123 days at a cost of $2.3 million dollars. The proactive construction management implemented on the project reduced the actual completion date by 29 days and limited the increased cost to the contract by 5.73%.
