Vanir, as lead of a joint venture, has served the needs of the district on an on-going basis since 1989. In 1987, the district identified a substantial need for modernization of its 54 school sites. The district passed a $91 million Measure A, GO Bond, to provide badly-needed additions to facilities at 21 campuses and major renovation and improvements at all 54 district properties.

Vanir provided master planning and construction management for more than 350 separate projects that were completed using 400+ contractors. Work was divided into three categories: facility improvements, renovation or modernization projects, and new construction.

Exceptional Planning Model
In 1998, the district passed a new Bond, Measure C, in response to the growing gap between facility needs and available funds. Measure C provided an additional $250 million in funds (obtained through the Proposition 39 provisions) plus another $100 million in matching state funds.

Vanir developed a planning model database to guide the Bond funding goals and the related project planning. The planning model provided a clear picture of the scope, size, cost, timing and priorities of all projects, giving a single, effective communication tool for the District Board, public, and staff. It helped prepare for and pass the bond and manage the program.
