Successful Expansion of a Major Justice Complex
Vanir, in joint venture, provided successful program/project management services in the delivery of three major new elements to the existing complex:

  • The seven-story granite-faced Betty Lou Lamoreaux Juvenile Justice Center houses 15 new juvenile courtrooms, legal support services, 13 family law and probate courtrooms, and a 60-bed intake center.
  • The Theo Lacy Branch Jail Expansion includes 192 single cells built in conjunction with the expansion of the administration area and dedicated inmate program support space.
  • Two new major parking garages for 2,000 cars (designed to blend in with the surrounding architecture) and $20 million of infrastructure were included in the project.
The project was completed in three years while maintaining efficient operation of the existing 38-acre campus.

Energy Efficient Design Leads to Award Winning Project
The Betty Lou Lamoreaux Juvenile Justice Center was the winning project in 1991 for the Design for Excellence Award given by Southern California Edison. It was designed with major energy conservation features, including: automatic interior lighting controls, occupancy sensors, computer based energy management system, high efficiency space conditioning, and a thermal energy storage system.
