Major Renovation and New Construction Program
The California Department of Mental Health Capital Outlay Program began in 1986 as a five-year program of renovation and new construction at five California State Hospitals: Atascadero, Camarillo, Metropolitan, Napa and Patton. The program consisted more than 45 separate projects involving renovation and expansion of patient areas, offices and utility systems.

As program/construction manager for the Capital Outlay Program, Vanir provided comprehensive management services from planning through occupancy. The preliminary program phase focused on identifying facility needs and preparing budget packages for presentation to the Legislature. Vanir conducted extensive physical plant needs assessments at each of the State Hospitals and developed detailed cost estimates.

Vanir developed a detailed Program Management Plan that served as the basis for administering the Capital Outlay Program. Vanir's program-level responsibilities also included preparation of a monthly report for the Department that summarizes activities and the status of budget, schedule and cash flow for all projects, as well as the overall program.
